figures as approximate — your real cost is changed by research, talents and skills you have unlocked. The more
detailed of the two was last updated February 2022, and the game shipped an update in
August 2026. Use these to plan, not to budget to the last unit.

Why the table stops, and what we threw away.
We compared two independent sources and published only what they agree on within 2%.
• HQ 23–31 are withheld — the two sources disagree by 6–14%. We will not average a real disagreement.
• HQ 36–40 are refused outright — in one source, all twenty values there (five levels × four
resources) are exactly 1.05× the row above. A cost curve does not do that. Someone dragged a formula down
a spreadsheet, and publishing it would pass a stranger's arithmetic off as a fact about the game.
• HQ 32–35 is refused — in that same source, food sits at exactly 377,000,000 for four
consecutive levels, and steel (45,200,000) and gas (22,600,000) do the same, while wood climbs past them. Three
resources frozen and one moving is a half-filled spreadsheet, not a cost curve.
